Group Health Insurance Plans for Small Business
Explore the group health options available through All Solution Plus. Whether you have five employees or fifty, we can compare fully insured, level funded and reimbursement-based approaches and explain what each actually commits you to.
The right structure depends on your headcount and appetite for risk
Small employers have more options than they usually realise. A traditional fully insured plan is the simplest: you pay a fixed premium and the carrier carries the risk. Level funded arrangements can cost less for a healthy workforce and may refund surplus, but you take on more variability.
Reimbursement models such as ICHRA turn the question around entirely — instead of choosing a plan for everyone, you set a monthly allowance and each employee buys individual cover that suits them. That can suit distributed teams and unpredictable headcount, though it shifts the plan choice onto employees.
Ways to cover a small team
These are not tiers of the same thing — they are genuinely different arrangements with different risks and obligations.
Fully insured group plans
You pay a set premium and the carrier assumes the claims risk. Predictable, simple to administer, and generally the starting point for smaller employers.
Level funded plans
A fixed monthly payment covering claims, admin and stop-loss cover. Healthy groups may receive a surplus refund, but underwriting is required.
ICHRA
You reimburse employees tax-free for individual cover they choose themselves. Useful for distributed teams and fluctuating headcount.
Minimum essential coverage
Preventive-focused plans that satisfy certain employer obligations at lower cost. Limited benefits, so understand what is excluded.

Common questions
How many employees do I need for a group plan?
Most carriers will write a small group from two enrolled employees, though participation and contribution requirements vary. Sole proprietors with no employees generally cannot buy group cover.
Am I required to offer health insurance?
Employers with fewer than 50 full-time equivalent employees are generally not required to. At 50 or more, the ACA employer shared responsibility rules apply. An agent can confirm where your business sits.
How much do I have to contribute?
Carriers typically require the employer to fund a minimum share of the employee-only premium, commonly around half, and to meet a participation threshold. Requirements vary by carrier and state.
Can I offer different plans to different employees?
You can vary by defined class — for example full-time versus part-time, or by location — but not arbitrarily by individual. ICHRA has its own class rules that are worth walking through carefully.
When can we start or change a plan?
Small group plans can generally start any month, unlike individual cover. Some carriers relax participation rules during a window late in the year.

All Solution Plus is a licensed insurance agency. We do not offer every plan available in your area. Group plan availability, rates, participation and contribution requirements, underwriting rules and employer obligations vary by state, carrier and group size. Level funded arrangements involve self-funding elements and carry different risks from fully insured plans.
