What ACA subsidies actually are

ACA subsidies, properly called Premium Tax Credits, are federal assistance that lowers what you pay each month for a Marketplace health plan. They are available only on plans bought through HealthCare.gov or your state exchange, and eligibility is worked out by comparing your household income against the Federal Poverty Level.

The credit is tied to the second-lowest-cost Silver plan in your area, known as the benchmark. You are expected to contribute a set percentage of your income towards that plan, and the credit covers the rest. You can then apply it to a Bronze, Silver or Gold plan — the benchmark simply sets the size of the credit.

Important for 2026: the enhanced subsidies introduced in 2021 expired on 31 December 2025. Congress did not extend them, so the original ACA rules are back — including the 400% FPL cap. If your income is even slightly above that line, you now receive no premium assistance at all.

How it is calculated

Three things decide your subsidy

Every Premium Tax Credit calculation comes down to these, in this order.

Your household income (MAGI)

The Marketplace uses modified adjusted gross income for the whole tax household — you, your spouse, and every dependent on the return, including those who do not need coverage themselves.

The benchmark Silver plan

The second-lowest-cost Silver plan in your rating area. Your credit equals that plan’s premium minus the share of income you are expected to contribute.

Your Plan premium

Premiums are reset annually by carriers and vary by county, age and tobacco use. The same credit can buy noticeably different cover depending on where you live.

Your eligibility

Federal Poverty Level thresholds are updated annually and vary with household size and state. These bands are the framework; the exact figures depend on your circumstances.

Understanding your options

Compare your Marketplace options

Three distinctions explain most of the confusion people have when comparing plans side by side.

Bronze vs Silver

Bronze carries the lowest premium and the highest deductible, which suits people who rarely need care. Silver costs more monthly but far less when you use it — and for qualifying households it unlocks Cost-Sharing Reductions that cut deductibles and copays. If you are eligible for CSR, Silver is usually the better value even though it looks dearer.

Deductible vs out-of-pocket maximum

Your deductible is what you pay before the plan starts sharing costs. Your out-of-pocket maximum is the most you can pay in a year for in-network covered care — after that the plan pays 100%. The deductible describes your typical year; the out-of-pocket maximum describes your worst one.

Primary doctor vs specialist

Marketplace plans charge differently for a primary care visit and a specialist. A PCP visit carries the lowest copay; specialists cost more. Whether you need a referral depends on the plan type — HMOs usually require one, PPOs and EPOs generally do not.

Missed Open Enrollment? A life change may still let you enrol

A Special Enrollment Period lets you take out or change Marketplace cover outside Open Enrollment after a qualifying life event — moving, losing job-based coverage, marriage or divorce, the birth or adoption of a child, or certain changes in household income.

Most Special Enrollment Periods run for 60 days from the event, and you will usually need documentation. Our agents can confirm whether you qualify, work out which documents the Marketplace will accept, and compare your options before the window closes.

Estimating your income accurately

Your credit is reconciled against your actual year-end income when you file, so a careless estimate can mean repaying money at tax time. Start from your most recent tax return, include your spouse and dependants, account for income after deductions, and adjust for any change you already expect this year. If you do not file a tax return, you cannot receive Premium Tax Credits at all.

If your income shifts during the year, report it to the Marketplace promptly rather than waiting — your credit adjusts from that point rather than creating a bill in April. Our agents will go through this with you privately before you enrol.
